HCTRA’s mission is to responsibly operate and maintain a safe, reliable, sustainable, and evolving mobility system that meets the diverse connectivity needs of all Harris County residents.
As the lead agency for the study, HCTRA is responsible for overseeing the administration of the study process on behalf of Harris County, METRO, the city of Houston, and Fort Bend County. Key responsibilities of HCTRA include the following:
- Comply with all requirements of its Revenue Bond obligations.
- Fund the study.
- Ensure that all work and deliverables meet local requirements.
- Assist in all environmental work related to the study, including coordination with all local transportation agencies in Harris County.
- Assist in inter-agency and stakeholder coordination, including community engagement.
- Assist in determining potential real estate needs required in Harris County in coordination with the study partners.
Partner agencies for the study include the city of Houston, Fort Bend County, and METRO. Study partners will be responsible for assisting HCTRA with transit planning and development, regulatory and environmental compliance, and community / stakeholder coordination and engagement.
Involvement of these study partners ensures regional coordination and participation from those who will be responsible for ongoing decision-making and implementation.
Technical Advisory Group
In addition to the involvement of the study partners, a Technical Advisory Group (TAG) has been established to support facilitation of the study. The purpose of the TAG is to:
- guide the study using technical knowledge of the subject matter and study area to further the established goals and objectives of the study and
- support the study and disseminate information throughout the community.
